Webster's Conservation Commission approved two long-delayed Notice of Intent permits for a Goddard Street subdivision plagued by years of fines and an unresolved stormwater violation.
Conservation · Meeting of October 13, 2026
Webster's Conservation Commission approved two long-delayed Notice of Intent permits for a Goddard Street subdivision plagued by years of fines and an unresolved stormwater violation. The board voted 6-0 separately on 25A and 25B Goddard Street (DEP files 323-1321 and 323-1320) after first approving, then rescinding, a combined motion. Conditions include a camera inspection and repair of the site's storm drain system, a two-year monitoring period requiring 75 percent survival of wetland restoration plantings per MassDEP guidance, and added protection at a fire hydrant.
Engineer Josh Dawson of Grass Engineering, representing new owner Arvin Keka, said a broken pipe that once discharged "sand and silt" into an adjacent wetland was never confirmed repaired by the prior builder, who abandoned the project after an enforcement order. Vice Chairwoman Robin Jewell called the project "off and on at least five years." The commission also continued the 15 Lakeview Road hearing to October 26 and approved September meeting minutes 6-0.
